Which form of government was ruled all by citizens?

Well seeing as a monarchy is ruled by one person, aristocracy is really just a bunch of people with land and money, and oligarchy is a few people, that would leave D as the only one left. Natural rights and such (John Locke)... all citizens get to vote and have a say.
