Soo.. you use the word 'an' in front of a vowel..?

sorry i'm not from an english country. my teacher explained that you only use the word 'an' in front of a vowel instead of letter 'a' OK I got that. Then why do people say 'an hour' ? hour doesn't start with a vowel. Is there a rule for it?
