What weather restrictions prevent your kids from going outside at recess?

We're wimps in Phoenix. If it's below 40 degrees or too windy or rainy, the kids stay in. Mostly because half the kids don't own weather appropriate clothing. They were shorts and flip flops to school in December and January.
