How to get into an American University??

I m a 17 year old girl in sri lanka, i ve been having and edexcel education all my life and i could nt do my as level exams this may because we had a bit of a financial crisis so i have post poned them to jan, anyways i was wondering wether i needed to complete a leve,s to get into and american uni? can i just do sats?
