How can I stop the bingeing/starving cycle?

well one instead of binging on bad foods. Binge on uncooked high fibre high density foods like carrots celery and brocolli. And second 1000 calories a day is normal for a person. And if your hungry go eat. Starvation is not the key. Eat negative energy foods. Foods that need more energy to digest it that what is actually recieved. Many veges are like that such as carrots and brocolli, lettuce, celery etc. Your problem is not how much your eating is what you are eating. And finally your main problem is your psychology. I have always said that a true beatiful person is beautiful no matter what weight they are at. So my advice to you is that you is accept the fact that your beautiful. And lose weigt to be healthy not just so you want to look different.
