No, FSU tuition wouldn't be cheaper. It would take a year or more for your parents to establish residency in FL, so at most you'll get one year at the in-state rate, but that's only if you're still under 18 at the time - otherwise you're not a resident of FL so it wouldn't count (they won't let college students apply for residency). So just go to Penn State.
